William Banks, Professor of Law Emeritus in the College of Law, was interviewed for the China Daily story “” Banks, an expert on emergency power and national security law, says that 2020 can be summed up by the three phases of COVID-19, racial justice and threats to democracy. Banks says “the lessons learned hopefully are preparedness, planning, and leadership,” as the United States lacked these over the past year.
